GOP Sen. Chuck Grassley released what GOP committee members described as a “bombshell” FBI document that they  have claimed shows the Ukrainian owner of the natural gas company Burisma Holdings telling a government informant that he was “coerced” into paying a $10 million bribe to President Joe Biden and his son Hunter.

The document, Grassley said, shows Mykola Zlochevsky telling the informant that “it cost 5 [million] to pay one Biden, and 5 [million] to another Biden."

 

So, what is a form FD-1023?

The FD-1023 is the form special agents use to record raw communications from confidential human sources (CHSs). The FD-1023 is used to merely document the information, they do not reflect the conclusions of investigators based on a fuller context or understanding. The form is used to simply record the information. Recording this information does not validate it, establish its credibility, or weigh it against other information known or developed by the FBI in their investigations.

This particular FBI document provided to the House Oversight Committee Chairman James Comer and member Chuck Grassley was explicitly identified by the FBI as presenting a danger to the sources should the information be released.

Chuck Grassley 'stamped' his name across the top of the document and declared it to be 'Authorized for Release'.  While the document indicates 'Unclassified', it was specified by the owners that the information should not be released publically. Chuck Grassley ceremoniously released it anyway.

The four page form contains no facts whatsoever, only statements made by individuals about conversations with third parties.
